Salvager and Raba regen counts: too high?

Quite frankly, I personally dont see the issue with the Salvager. It's more survivable than battletransports, but looking at the actual cost it costs the exact same at 100 million while having 1000 less cargo. As a survivable transport with less cargo, I believe it's balanced in terms of price vs defence and cargo. If you're arguing that it's more survivable and has more cargo than a pirate transport, then shouldnt we buff or nerf all transports to have the exact same comparable stats without factoring in price? Also keep in mind unlike all other small transports and some liners the ship doesnt actually have a CD either.

The main issue I have with the Salvager is that I dont think it should be able to actually mine things while having that level of cargo and survivability. So personally I'd like to see either its mining ability removed, which I think would act as a balance fix but not fit the lore or for its cargo to be reduced down to the 2900 level.
