You shouldn't have to leave the system. That makes no sense. You should just have to not get near or attack the guy that killed you. And if you attack him then he can report you. You definetely should not have to leave the system that is so dumb.

And just how do you police that idea? The basic concept is to ensure that for the next 4 hours you don't get mad and go for OORP revenge, you take four hours timeout and do something else. If you're not in the same system you're not tempted to go running back into combat when you shouldn't. No it's not an RP rule, it's a common sense rule. Basically, stay frosty and you won't get sanctioned.

As for starting cruise, I'm not so sure. If you're against me I won't report you until I hear the full blown whine of cruise engines, the charge sound won't get you reported. It's quite easy to engage cruise engines by accident.
