Goals and Objectives:

Ⅰ- Information gathering:

BDM’s primary task is to collect, analyze, and evaluate information for the Rheinland government, military and police, in order to assist these in making decisions relating to law enforcement, national security, military, and foreign policy objectives. Means of information gathering are both overt and covert and include espionage, communication interception, cryptanalysis, cooperation with other institutions, and evaluation of public sources. Knowledge is power. If you can control information, you can control people.

● Gain a key advantage for the federal republic and our allies under all circumstances (including clandestine means), through gathering of tactical, scientific, political or economic information, obtained by overt and covert means throughout Sirius.
● Monitoring of foreign corporations and militaries.
● Interception of local and foreign transmission channels, be it of civil or military origin.
● When necessary, use of "enhanced interrogation" techniques to gain intel from prisoners.
● Guarantee safe evaluation of information for later archival and review purposes.

Ⅱ- Counterintelligence:

The BDM is known to maintain a well organised network of undercover agents and overt military police assets, providing protection against intelligence activities such as espionage, sabotage, or assassinations conducted by foreign organizations or persons. The Büro is not ready to release any catched spies and will also confiscate or destroy their equipment.

● Detection of treasonable activities and their elimination through counter-espionage, counter-sabotage, counter-terrorism or counter-propaganda.
● Elimination of unauthorized foreign intelligence assets, terrorists, or personnel standing under alien influence, through internal (within the own agency) and external (within the Rheinland government, military, police, and others) counterintelligence methods.
● Monitoring of civil traffic, Rheinland military, and police entities within Rheinland space.
● Monitoring of own intelligence personnel.

Ⅲ- Tactical- and Logistical Support:

Besides the provision of intel or counterintelligence services, the BDM also provides support in form of security services or the provision of supplies, when and wherever necessary.

● Increase the efficiency of national security systems and other critical operations when and where needed.
● Object and personal protection of Rheinland entities in foreign space, such as embassies and delegates.
● Witness protection.
● Logistical support for allied forces and own entities.

Ⅳ- Assassination and Sabotage:

Stab the enemy where it hurts at most, with the unseen knife that can hit everywhere and anytime. Choke the shipping lanes of an enemy, cutting off vital supplies of food, fuel and raw materials, everything needed to continue fighting. Through our presence within other houses, we remind our opponents on their vulnerability. No matter where they hide, nobody can escape from the sword of the Kanzler.

● Make use of economic and guerrilla warfare tactics to cause maximum damage with minimal losses.
● Make use of electronic warfare methods to paralyze an enemy and make him unable to act.
● Sabotage or destruction of hostile infrastructure, supplies or war machinery to wear down an enemy from within.
● Sabotage or destruction of hostile alien equipment or research facilities.
● Intimidation or removal of witnesses with governmental-damaging knowledge to avoid or minimize political fallout.
● Laying of faked evidences to avoid or minimize political fallout.
● Laying of faked evidences to cause a conflict between two parties.
● Assassination of key individuals within groups or houses, declared as enemies of the state.

Ⅴ- Alien research:

The BDM is publicly not known to conduct alien research. Not even the Rheinland government is aware of it. And those who are involved are all kept on a "need-to-know" basis.

● Neutralization of the Nomad threat and their biohazardous substances within Rheinland space.
● Confiscation, investigation and adaptation of foreign technologies or materials to gain an advantage for the federal republic towards its enemies.
● Exploiting weaknesses within hostile technology and developing of possible countermeasures.
● Developement of cutting-edge technologies for own purposes only.
● Maintain absolute control and secrecy over all research projects within own facilities.
● Investigation of catastrophes or unusual phenomenons.

Ⅵ- Propaganda:

The media is one of the most powerful entities in Sirius. Who controls it, controls the minds of the masses. They have the power to make the innocent guilty and to make the guilty innocent.

● Control the media.
● Monitoring of local and Sirius-wide news networks.
● Avoid publication of unwanted data, which could harm Rheinland's reputation, its national security or its authorities.
● Disseminate rumors and myths to create confusion in public, in order to conceal an incident.
● Blame a certain person, group, or house for crimes, through the presentation of evidences in official statements to justify the use of military strikes.
● Use the media for recruitment purposes.
