As for starting cruise, I'm not so sure. If you're against me I won't report you until I hear the full blown whine of cruise engines, the charge sound won't get you reported. It's quite easy to engage cruise engines by accident.
Well to this I don't know how it would be OORP to run away then come back to fight, against the rules, but not oorp.
But here is my question, can I use cruise to start a fight? Or perhaps in pursuit of someone who is over a certain distance? I see no reason that you shouldn't be able to cruise to catch up to someone who is fleeing... I've flown everything on private servers. A cap ship cannot catch someone who is E-killing away, but that person can run away, come back, and fight again.
And besides, in anything smaller than a cap ship... you can dodge anything they can shoot, and since you are really fleeing anyway, you can use your cruise until your pursuer runs out of CD. Easy. Or simply turn around, feint a joust, and start your cruise from behind them, they generally can't turn fast enough to catch you if you do it right.
