Well, Alley if it is so easy then, why not making those instead of new systems for example?
Because we're cutting down on system count, not increasing it. A "planet atmosphere" is still for all intents and purposes a system. Population density throughout the universe is still lower for every system added whether it looks like a planet or a star system.
The idea is that we're removing bloat, not adding it.
