Salvager and Raba regen counts: too high?

The way people see it JM engaged Congress and no Congress was involved in the shooting of Beaumont Spire.
There were a lot of people involved like Rogues and OC perhaps others but not 1 Congress shot that base. Congress never starts the drama too, they just want it to stop but it seems certain unsavory people on this server will not let it go.

I have loads of proof to suggest otherwise

Let's see this "proof".

If you insist I can send you proof privately. I am not posting it publicly on the forums however because I don't want to drag Congress's reputation through the mud, especially considering this stuff happened a long time ago.

I doubt you fly a sally that often and you admitted to pirating sallys. So i find it hard to believe it "hurts" you when you pirate sallys more than fly them.
