Several changes to Section 8: Base Construction

-Added 8.2.1
-Changes to 8.3 terms regarding distances. These are not retroactive.
- Changes in 8.7 and 8.8 - Free development areas
- New Section 8.9, Base Project fees
- New Section 8.10 - Authority Prerogatives
-Old section 8.9 changed to section 8.11
