I like this, but I expect you to close the Kyushu > Tau-29 border for GMG convoys.
If they are seen hauling H-fuel trough Kyushu, and they have been, that can mean only one thing.
And I doubt KNF can allow such a thing and stay on good terms with the GMG.
Other then that, I very much like the idea, because it can make people join Samura/Kishiro/GMG if they want to avoid licenses.
