The difference between piracy and levying fines was clarified quite clearly around when the indy GMG vs other mining faction drama happened in Sigmas some time ago. If you have a law in your legal codex to refer to in order to justify extortion, it's levying a fine, if you have no such thing, it's piracy. If you don't believe, do your research. End of story.
