I still don't see a problem with cruising to catch up to someone who is e-killing away... when you are e-killing you can easily turn around a shoot a CD and you are farther away than if they had just kept e-killing themselves.
And if you say the no cruise thing is so people don't just come back and do pop shots... that's basically what they do when they E-kill out of range then turn around and attack... I see no problem with either tactic, this is RP not PVP...
PvP means Open PvP but more rules
RP means you can only fight people who deserve to be fought, but the PvP is more harsh seeming as tho you are trying to be realistic with it. I personally would have no problem with someone crusing away and then coming back to fight, seems perfectly legit to me. The only way you should get a 4 hour ban is if you dock in order to flee, when you do this I see it as... You've docked and hidden your ship or put it somewhere safe, and part of the other person's crew is looking for you so you gotta lay low for a few hours.
PvP rules should be for PvP servers, not RP. Excepting rules that need to be put in due to faults of the game of course... such as my example of docking while in sight of the enemy and needing to lay low for a few hours.
BUT in an attempt to stay on topic... If crusing away is considered fleeing, then E-killing away is also fleeing... But I believe that should be a common sense rule, as I could see using cruise engines during battle as a tactic even if you stay within 0.5k of the person the whole time.
As far as reporting people goes... I only report for using F1... everything else.... I consider it to be within the realms of RP. (excluding mods of course)
