Graphics aren't really the issue, it's more all the extra features the mod adds in that cause low FPS.

As far as I was aware, things like FLHook plugins were known to cause slight performance issues. Not that they'd really be noticable, I'd have to assume if he's getting low-FPS outside of something like New London yesterday, it's more the fact that he has a slow processor.
