Hmm.. I have few objections to your 'Outcast Recruiter'..
I mean - he's level 5, so we (SA) can't get rid of him but instead
we just sit there and look at it..
Imho it's OORP. Normal military would pacify the Recruiter, but we can't because
he is level 5..

What about moving him to Badlands? Or making him 40+..
