Infocards have never been listing the whole diplomatic sheet at all, there are usually no more than a few things listed and up to date or not, the Council infocard is not accurare in this regard either. We are allied to LN, LPI, LSF, all Libby corps, we are allied to BAF, BPA, BIS, all Bretonian corps, none of them are listed, the only thing that seems to be accurate is the list of our enemies, because we kinda only have that few factions we are openly hostile towards.
Tl;dr - Infocards are not a reliable source of information regarding diplomacy and should not be used as reference in anything related to that. There are way better sources and reference points than infocards. Like Lore...

If there is logic behind why Council is left out, I can cope with that, I only want to believe that in Bretonia's struggle against GRN we are more significant than random bounty hunters and are at least as significant as the chopped off remnants of the old IKN.
