How can police possibly catch an unknown smuggler, coming from an unknown location, heading to an unknown destination whilst using an unknown route? It is quite literally impossible.
Impossible you say, why just last night I was caught smuggling, by three LPI Officers and an LSF agent, who where working together (shocker I know) to block-aid all the Jumpholes coming into Texas, because you know, there are only so many ways into Liberty
You need to remove your mindset that an individual lawful is going to catch an individual smuggler. The Lawfuls will always have to work together at the various choke points in the sector to effectively block smuggling. (which is how it happens in real life since we are taking that route of arguments)
Did you consider simple coincidence combined with fact you did not metagame (kudos to you for that, by the way)?
Unfortunately, big part (if not majority) of smugglers would never enter system where three tagged law enforcers are. I for example witnessed some cardamine smugglers which fly through Rheinland usually when no tagged law enforcers are there. Once somebody is on patrol in Frankfurt or New Berlin, they suddenly start flying through Kusari. Once cops/military log off, they return to the usual route...
