Civilian is anything that isn't the police or military, technically. In the context of Discovery 'military' would probably also extend to militant groups like pirates.

Freelancer with 5k transports existed in the past. It was called the Independent Trader ID and was single handed responsible for killing off corporate groups until it was deleted.

Anyone can fly it who had transports on their ID but no specified cargo cap.
