"Freighters and transports in this case may return to the system for the sole purpose of trading."
It means that they can get back into the system they died in before the 2h runs out. All other aspects of PvP death still apply to you.
So even as trader, you can still not initiate an engagement in the particular system you died in and/or against the player that killed you.
