Make Coalition Indie ID more better

- Can attack unlawfuls, quasi-lawfuls and ships which belong to a house or organisation considered hostile by the Coalition, except transports

So out of curiosity, if this line is added who exactly are the Coalition NOT allowed to attack? Because that is an extremely broad category of people who can be attacked, and it looks eerily close to a FFA terrorist ID if a transport exception was added
