It's fine, and a completely realistic question. Miura is a fairly new settlement and mostly has mining colonies right now due to the harsh climate. The Ryukyu Guild runs the mining operations on planet, and due to the rising number of people living there, have formed a government of sorts within the last decade or so.

In the lore section, when it says "all citizens", it means citizens born in these mining colonies and the resulting families they have as the generations move forward. Not everyone born on Miura is apart of the Guild or the Commonwealth, nor are people who dock and station out of it apart of it. So long as people follow Sigma law then everything's fine to us.
