We are unsure where to put the Order. As stated before, Ryukyu is fairly new to the space side of things and hasn't interacted with other factions. We'll be mostly neutral with them for now unless something happens in the future to push us one way or another.
As to Miura, you are incorrect. You are reading lore from the Wiki, which is a horrible thing to do. The ingame infocards give the correct lore pertaining the planet. Here is the ingame and actual lore, I hope that clears up any confusion.
