You can go outside your ZOI. Who told you that you can't? Nomad ID is the only ID that actually can't leave their ZOI.

I think you don't seem to understand what exacly "lore" means. It's a setting and set of rules that you need to follow. That's why, for example, in The Witcher you can't create character spawning fireballs around.
Roleplaying requires knowledge on the setting. Else you are like a child in the fog/dark, hitting the obstacles all around.
There's a reason behind every inRP action and story, for example why Samura is not powerful anymore, why Rheinlanders aren't too friendly with Libertonians as they used to be or why Junkers are banned in Kusari. I had to learn in a hard way.
