There's already a few rumours about a Bretonian collaborator population on Leeds. Just a few bits of salient information about that:
1) They're ruled by Lord Wilson, who was the deputy of Leeds' governor. After the governor was evacuated and Gallic troops started landing, he immediately surrendered the planet. In practical terms this doesn't mean much though, because the Bretonian crown doesn't recognise the action and their troops continue to fight on the surface. It's implied that Wilson thinks Bretonia is pretty much screwed and jumped ship so he could ingratiate himself with the winners.
2) Gallia hasn't been committing civilian massacres. The whole point of the invasion of Leeds is to secure the factories and assets on the surface. They need a willing and cooperative population for that. Instead they've instigated a total planetary blockade and are trying to starve out the resistance force. Subsequently, that goes for any uncooperative civilians who flee the areas under Gallic control. So long as you work your hours and obey the law, you get dinner. Of course that doesn't stop the majority from leaking Intel back to the resistance whenever possible.
3) If you really want to take this minor bit of fluff into the game, I'd recommend only using Gallic civ tech. I doubt the GRN would give them legit military tech they could run amok in, and it'd make you immediately visually different to every other GRN group out there. Originally I was anticipating developing this along the lines of Gallic corporations pressing local recruits into industrial and commercial roles and not so much this. But then I left so oh well.
