What exact role does Queen Carina have, in the first place? If she has little to no power, she's just a puppet in the Parliment's hands. If she can block every possible thing made by the Parliment on the other hand, that's not the Constitutional Monarchy.
The latter is the reason why King/Queen of England do not have any real power.
