I think maybe it has to do with balancing expectations? It seems a lot of "new" faction leaders are super keen on getting their stuff coded into the game, through infocards and assets and such.
Maybe if faction leaders instead viewed the mod and its in-game contents as static things / things 100 percent under dev control, and instead based their faction projects on filling the gaps that aren't mentioned in inforcards or fulfilling the role that is mentioned within the game?
As an outside observer, it seems the only criterion for success has become changing things, rather than elaborate.
