Because a purely player controlled storyline, like your original post is suggesting, would turn Disco into a cluster**** within 2 weeks, because it would become 'who can get the most people to swarm an area or system' like the texasburg raids of old.

the Faction Leaders chat, by varied opinion i've heard, is a veritable cesspool and not worth existing.
As to 'problems with the devs and the storyline', well i dont know. it seems to depend on who you talk to.
As @Shizune has pointed out, the Kusari Civil War storyline has been going splendidly with the faction leaders working out the details on what happens to what and who goes where.
Some factions and areas probably get priority for changes and advancement, especially if its a major change and/or the area has been fairly stagnant story wise for a while. (This is all hypothetical speculation by the way)
If its a minor thing or it will only really benefit one faction, it probably falls down the list of priorities.
TL;DR: Official Factions actually have quite the creative control over respective aspects of the storyline EG: The Rhein-Lib war coming to an end, the Omicron Changes, the Kusari Civil War.
