there are logistical problems going across the neutral, militaristic Rheinland territories across light years of space and fighting a virtual war against Liberty in one of the most secret systems in Sirius while also fighting against a force powerful enough to give plenty of trouble to the Kriegsmarine.

It doesn't seem to stop the Keepers though, does it? And they are in an actual war with...everyone, not just Liberty, and they don't have any allies at all.
It also doesn't stop BHG from roaming everywhere, when they are basically at war with every pirate they come across.
But I do understand your point and I'm not trying to argue about it. I'm just trying to figure out some practicalities.
As I see it, if it isn't outside of their roleplay restrictions for the Keepers to travel to Newcastle, then it shouldn't be outside of their roleplay restrictions for The Order to pursue them to Newcastle (as just one example). Also, if the Keepers have an interest in Sunderland, why wouldn't The Order?
