Bringing fuel to every station is a form of trade is it not? Having a trade hub in Liberty distributing H-Fuel (or what ever else the GMG gets their hands on) is a sound economical decision. Keep in mind the only reason Liberty keeps relations with Kusari is to keep the access to the fuel. With new Jump Hole routes able to by-pass Kusari proper I think the station being a fueling depot would be within the Liberty Republics best interest.
