My point was DSE didn't have the ability to mine p-scrap, they RP'ed their way to that point however, facing the same arguments and criticisms that you are throwing out right now.
There are several H-Fuel depots in other house systems that aren't owned by the GMG but are supplied by them, the GMG is now wanting to control all aspects of H-fuel via Vertical Integration
Just because everyone currently sticks to their own little ZOI doesn't mean that expansion to a monopoly status isn't well within RP.
