For some odd reason, you are forced not to drink until 21st birthday (18th in some states), but you are egilible to join army at age 16 (under certain circumstances).
In Europe, you are able to drink on your 18th b-day (excluding e.g. parents giving you small beer), but in certain countries you are able to drink around age of 16. There's also non-alcoholic beer, but that's other matter.
It's understandable why the 'Muricans do what they do - Alcohol screws people up. Especially teenagers and early twenty something who drink primarily as an alpha-dominance thing/competitive thing, or to get laid. It's what I and most of my social group used to do as a mid-teen, and it wasn't constructive for us.
In a universe with active, institutionalised slavery with all that entails, I'd still say disco chars should be 21 and up.
I see your point, but I see nothing bad in leading fifthteen years old, as far as roleplay is good. Some teenagers were and are more mature than actual adults. But certain people are more mature because of the circumstances they were raised in.
The question however is still open and will be open, because of different understadment of maturity. In Poland, if you screw something up pretty bad, you can be sentenced as adult at age 15.
