If you do this the wrong way it will spread players out too much, and make piracy extremely boring.

Give people freedom to decide what to ship and where, but still focus them along the same routes to make piracy worthwhile.

Obviously! That's why I have always said:

> All ores to House Capital system (and nowhere else)
> Choke points in front of House capitals for piracy (like the last lane in California)

And: trade is always flowing to the "highest price" destination, even though creds/sec are the same for all destinations. Sorry to say, but most traders do not understand the calculation behind, so you immediately have the best piracy route.
