Whilst I'm not totally in agreement about the 500million, I do believe that it could hinder an otherwise solid faction proposal, I understand it's implementation was designed to prevent YANF's, figuring the 500 would be a deterrent to putting up a faction proposal that you know will get denied. Making a new forum for this will not prevent the flame wars that break out when something like the Black Lagoon proposal is put there. It will simply move them. The way it stands right now is not perfect but then no system ever is.

Edit: The 500 million is a non-refundable deposit, if you get approved it services as a downpayment on a faction system. If you get denied you lose 500million, should make you think more about the faction you are proposing, which is exactly what it is designed to do.
