The issue is other IDs (not just Liberty IDs) can do that more and have access to a wider and better spectrum of ships. From a gameplay perspective the Xeno ID is sub par to other unlawful IDs. Shooting Liberty Lawfuls, especially DiscoveryGC Liberty Lawfuls, becomes a tedious and droning exercise after a while. Same applies for fighting unlawfuls too. Xenos are an interesting faction with very interesting RP, unfortunately there's too many negative factors that prevent it from being as attractive as it's peers to the average player. Attempts have been made to improve the situation, but they haven't really lead anywhere.
tl;dr Xeno RP is fun but people don't enjoy being constantly out gunned and out numbered when they could have an easier and potentially more enjoyable time on i.e the Rogue ID.
