For the record, this fine is for flying around with 2 navy and a police pilot in that persons cargohold and then refusing to stop when asked, which constitutes kidnapping and possible murder of liberty officials.
LSF chose to be nice here and instead decided to attempt to RP it in such a way that it was not kidnapping, but decided to issue a larger fine instead.
Furthermore, each law enforcement agency in Liberty has two representatives in libgov. Out of a total of six individuals, only Jonas, the person you mentioned voiced any concern with the amount given.
If you have any additional complaints about how this has been handled, if you wish I am willing to retcon the fine and events leading up to this and return to the point where the AFC pilot flew away while holding liberty pilots in their cargohold and continue under the assumption that AFC is involved in attacking and kidnapping liberty officials.
