Removal of factions can be done in an effecient inRP way. Like Gaian movement coming to an end , Gateway bankrupting ..Federal Police force being disbanded by martial law... And many other examples.

This is actually making more sense than merge of factions..

Gaian faction would be very glad to disagree with you, I suppose. Also, it would mean no counter for Mollys, as usually Houses (except for Kusari, since Dragons aren't really pirates) have two antagonistic unlawful factions. Every single faction in Disco still has unresolved goals - such as LWB, which actually is happy about Synth Foods losing influence in Stuttgart, but their paste is still a thing in Rheinland. Also, returning to Gaians - they are proxy for Corsairs in Bretonia, so it's pretty unlikely movement would cease to exist.

The other problem is that certain scenarios cannot be done, despite them being written inside IDs. Corporate warfare cannot be done, because when X would assault Y in, let's say, Tau-29 - the Y would go to house authority and X gets fined. I'd love to explore corporate piracy on Kishiro as Samura in Tau-29, but then KNF would demand several million fine for that shortly after.

It seems you missed rule change about house law enforcement in other than house core systems, which were implemented to promote corporate warfare. In House Controlled Space like Tau-29 (see yellow names in rules) and Outer systems (red names), the consequencies like fines can be applied only when law enforcers are directly present at the spot during the crime. Sending screenshots by victim doesn´t work. So if no KNF is in sight, you can pirate Kishiro with your Samura all you like in Tau-29 without fear of consequencies.

Now that's something I did not know about.
