Technically, Cryer is made in Liberty, now settled in Bretonia, made by a Rheinlander.

While OSC doesn't even have any base or direct operation in Liberty (except for the Lux liner being sold on Baltimore) , it is completely independent, much like IC is suppose to be, but everyone is judging from NPC faction descriptions, which are the same for ~ 5-6 years now.
