Criminals do not base off Freeports in border systems. They are not launching points for other operations. If criminals were overtly docking on the more publically visible Zoner stations, houses would take more action than they currently do. As it happens neither the pirates or Zoners are complete and utter morons so they understand the advantages of discretion.
Best example: the early Unioner movement attempted to operate out of / base from Freeport 6 as a temporary HQ. The Zoners rapidly evicted them for abusing their hospitality and endangering their delicate position with Rhienland. This forced the Unioners to construct Pacifica and they were invited back to the Freeport to discretely buy supplies after that point.

A very good point that can be linked to so many situations when one has to take what is happening on the server with a pinch of s-alt. (edit: Wow, I can't even use the word in a collocation??!! QQ)
I imagine Zoner Freeports likely a little wilder than you do (a Sair Titan could sneak in in my version; A cap could not), because my idea of Borderworlds is likely a little different, but the common idea is a good pointer for everything where Disco-on-the-server" and "Disco-as-it-should-be" clashes.
