As far as i know zoners have a policy like this with pirates:
Dock, make your bisness (trade, resupply or something else) and go away. I like that. And btw. bomber and fighter, even gunboat is ok launching from zoner bases (but not to make unlawfull acts). Cruisers and higher are not welcomed to dock on zoner bases at all. Those are COF laws.
Pirates can't use zoner bases to make unlawfull acts. That will make pirate hostile to zoners and we will have full power to shoot him down. Also if cruiser and higher come close to our bases we can ask him to leave and fire at will if he refuze.
Who made this thread should read COF laws before posting something like that and making 14 pages of some posts here.
Edit: Don't know for shure, but as far as i was informed from BAF|, bretnian army ships (even battleships) can fly inside of Freeport 1 NFZ and even dock there. I saw some bretonian battleships who fired some mortars and hit Freeport 1... They died from my hand XD.
