Okay, so can we now ban all criminals from docking on freeports unless they make sure to maintain discrecy by using civilian technology to approach freeports?

No? Why should anybody do that?

Easiest explanation - what you see in game is not even remotely representative of how things actually work. Take Freeport 1. You wouldn't get Titans blaring Corsair IFFs docking. What you would get is Corsairs flying unmarked freighters and transports to pick up supplies and barter.
