Why not just remove the need to supply bases altogether?

Supplying bases makes sense especially if you speak about big facilities with ability to produce cloaks, JDs, disruptors and basically 'big' stuff. Something like I ask would be a perfect way to add small outposts for small groups of people, who don't want to build any special facilities
As well as supplying the base creates activity in one case but kills in another. There was a topic about it a few days ago if I remember well

IMHO it would be fine if you don't have to supply your base, but the community won't make this dream come true. Anyway, lets speak about my pretty-eppy-small-outposts
