Do not confuse "the first order" of being something new than the Empire

First Order relates to Empire just like Kylo Ren relates to Vader.

You know that after battle of Endor all Moffs formed alliances with one another in order to prepare an attempt to counter the Rebels.

Actually, I haven't read Aftermath yet, only comics about Dameron's parents.

You see, even for Empire, building the Death Star was hard and took much of it's significant war budget. Now we're looking at something much smaller building something much bigger. No technological advantage(especially counting that we're seeing almost same TIEs and almost same X-Wings like in OT)

far more skillful pilots and troopers

Yet we're seeing same stormtrooper effect, where few chosen heroes can infiltrate planet full with skillful pilots and troopers.
