Yes, you've read and responded to people's concerns here.
Unfortunately, you don't seem understand them at all.

You assume everyone complaining here is motivated by anger, by bitterness at becoming a bluemsg.
Now I haven't personally been culturally enriched by a noRP uncloaking Irra, and I certainly hope I never will.

But it isn't anger at being blue'd that puts me off that behavior. It's the basic principle of expecting something in return for dying: a good fight, some good RP, an interaction of some kind. This principle is the very reason other IDs can't engage with no RP or destroy trade ships without a demand.

I wouldn't have considered playerlist avoiding old K'Hara for the same reason I wouldn't avoid someone like The Joker: because if I did die (a likely result), it would have been the result of an interaction.
Uncloaking on somebody and engaging without a word is not an interaction. You say it's okay because it's K'Hara doing it, but truth be told what kind of ship it is is irrelevant. For somebody on the receiving end, being killed in this manner by K'Hara is no different from being killed in this manner against the rules by some other ID, or for that matter being teleported into a minefield by an admin.
It wouldn't cause me to feel terror, just the same sense of annoyance as I would get when silent engaged by a Liberty lolcap.
This isn't the big bad guys of Sirius terrorizing the populace. This isn't "adversity of the worst kind".
This is more comparable to a sudden crash-to-desktop and being teleported back to base.

Now I know Keepers and K'Hara have had these ID rights for a long time now, but there's a relatively new factor here that you seem to be ignoring: infinite cloaks.
While I can't say being noRP engaged would be particularly enjoyable regardless, the sense of fear you wish to inspire would work a lot better if you could actually see the alien in advance, which would give your terrified trader a moment to scramble and your foolhardy fighter a moment to attempt communication.

I'm glad "most" of the guys have allegedly stopped this. However, as long as you insist this is an okay thing to do and defend the rights of your members to do it, I can't see this working out.
The people actually interested in RP'ing as K'Hara are left high and dry, as people are likely to simply log off when they see you in system - I know I would.
