I think I finally have an opinion regarding this whole idea.
I think that iRP it is reasonable for nomads to act as described above: attack without any human-understanable previous signals. However, I agree that instakilling and cloacking back is rather frustrating, but as mentioned before by Spazzy, there is a kind of tool to disrupt this.
So far I think that you can still RP no matter what, because there are no ooRP actions in nomad gameplay provided above.
The reason behind the frustration here is the strong tradition, a ruleset that was and is enforced on Discovery RP and which says that there must be RP before engagement. Going against this is hardly acceptable after years of classic Disco RP. And the second point is that frustration is not satisfien in RP universe, but rather brought up on forums on a personal level. While it could have been solved iRP, because you STILL can roleplay no matter what.

I think that there is nothing to worry about here unless it goes completely ooRP, which is hardly do-able with nomads, though. And the people who seek fighting shall be treated with fighting but not with RP in first place.

Also, lets not forget that for pure RP purposes we still have things like Trial ID and Nomad Morph.

tl/dr: you still can RP this out and solve your frustration in game universe without bringing it on here and causing offensive responses and drama.
