Rogues have more bases because they're a credible faction, not some powergamey nonsense that conjures up entire shiplines out of thin air, and will likely end up like RoS.

I mean I got a little bit surprised with seeing the HF base in California as well. Not precisely the fact that it's there, but it appeared without any previous warning. Seriously, anything, ANY mention of it in the forum RP would make it completely fine, but still. I understand the gameplay reason behind it, although I do still believe that the HF raids coming out from Vespucci, while a bit time-consuming, are much more fun than just logging in California and flying 10k.

Also, realistically, you could just change the Planetform rephack for Hellfire to -,3 and we'd all be good.
