Double tech cells for things like Havoc

Are there any outstanding requests linked to your faction?
Currently one surrounding the Havoc Mk II and it's tech cell legitimacy. Really just a signal boost for Danny-Boy who wanted it passed a while back, if I remember correctly.

Why wasn't the Havoc simply put into both Liberty civilian and Bretonia civilian tech cells?
I know this is possible, since the Kujira is both GMG and Kusari civilian.
Seems like the obvious solution and would make it available to everyone who previously had its unique tech cell.

There are some other ships that would benefit from this as well, such as the Pilgrim being both Generic Unlawful and Sirius civilian, or the Raba being FA/Hogosha shared cell and Corsairs.
