As Laura says, in the past when base rules were much looser, non-RP troll bases were built and brought to core 4 during quiet server times in very inconvenient places (which drove most of the community stark raving mad) fairly often. After much 'emotional discussion' in the community, we gained what are the current POB rules regarding both destroying of and building/upgrading of bases Core 2 and above.
the Core 1 clause, as you could call it, is the way it is because absolutely no RP is required to build a base in the first place. The way it is does unfortunately give lolindies and trolls means to knockdown any core 1 they find, but free building of bases does need to have a counter to equalize.
To the OP (and supporters), i would suggest this:
Equality must be met for any change to be fair. If you want RP required even to attack Core 1 bases, then RP should also be required (and proven) involving one of the local factions before construction is begun in order to gain that RP requirement protection. If you chose to forego doing RP before building the base, then you would not be eligible for the attack RP requirement.
@Admins: What do you think of the above bolded idea?
