This tells me that it is a waste of time to follow the "legal" way when it comes to base construction.
You didn´t understand it right. Yes, the communication is not mandatory, you don´t have to do it by server rules. However, if you don´t do it, house lawfuls or local power will be the first who will attack your base because it would be considered illegal (what usually means it is destroyed upon discovery). So if you want to prevent this from happening, you contact them prior to construction and they will not be hostile to your base thanks to this way of doing things.
This communication is completely valid RP, nobody said otherwise. But some bases are constructed without this RP, actually without any RP on forums or even ingame at all.
