Killing trader/smuggler with capital ship?

Ok, taking what Laowai said on board about blah blah breaking the rules in your systems...
I can except that it is an unfair world, especially for pirates/smugglers but it leaves one small question.
Does that give BH ships the right to do that in any system?
I mean kill a trade ship with contraband?
They seem to think it does. Contraband in liberty space for example is an offence, to be enforced by Liberty law enforcement. Does that mean BH as well?
Does Liberty qualify as "in your systems..." for the BH?
I know I could be judged as being pedantic. I don't wish to be. Just a small clarification, thats all.

Actually, I don't see the BH as a law enforcement entity at all. They hunt bounties. In RL, you don't see Bounty Hunters writing speeding tickets or making drug busts, you see them going after their mark. At any rate, the change I'm suggesting would be limited only to the Outcast/Corsair ID's, not to everyone.
