How to fix the problem where activity is not spread evenly across Sirius

I said it before and I will say it again - the size of the playerbase won´t change by this, so when players will start play more in Gallia, they will be playing less elsewhere. They simply can´t be in two places at the same time. If you revive Gallia, it will be on the expense of activity in some other area(s). And Sirian houses except Liberty have problems with activity already.

We are currently cutting off systems under banner that the players are distributed in too big places so we need to gather them on smaller ground. But revival of Gallia would do exact opposite - distribute players on larger ground. Gallia is nice place and a lot of work was done there. I liked exploring it. But it was created in and for times when server had 200+ players in peak, and that´s long gone, unfortunately. We have to deal with, and while it will sound harsh, Gallia has to deal with it as well.
