@OP: Third option looks good enough to keep Omicrons remote enough and grant an additional purpose to inter-house regions.

@Reid (#6, #11)
Been there, done that. Being the activity you want doesn't work too well if others won't follow you because of a crappy house position and layout.

@Fhloston Paradise (#7)
Gallia is open to half of Sirius, illegally also open to the other half. Nothing prevents anyone to make proper RP with GalGov to be let in for some lawful trade or make contact with the Gallic underworld to have unlawful business there.

Been there, done that. Been basing Council activity out from Champagne when there was stuff to do in Gallia, in times when there were GRN in Gallia. Since the conquest going on it's more convenient for GRN to chose fighting with half of Sirius than with a single unlawful revolutionary faction back in Gallia, understandably so as the activity is way better down in Leeds, Magellan, California. Also the reason why Council lately been basing out of Roussillon, it's to follow GRN activity as long as we can. This meant that we joined in when Leeds had activity, but not further as Magellan is already out of our ZoI, plus it also makes more sense inRp for us to deal with Gallic and Tau GRN forces and supply runs while the main GRN forces on the frontilnes are handled by LN and BAF. It's just that people barely play out those supply lines outside of events, even less anything significant in Gallia.

@Laura C. (#21)
If all houses except Liberty are suffering from activity problems, don't you think that statistically Liberty has more chances for her activity to be drawn away by a better Gallia than any of the other houses? Though @sindroms may got the answer for your concerns.

My own thoughts... Position and connections are just part of what's wrong with Gallia and her activity-drawing capabilities on a gameplay level, another - in my opinion important - thing is the house's internal layout. Many things factor in this, system connections, in-system layout, contents, amount of contents, distances, many things been hastly finished and added in 4.86, followed by a massive uproar from half of the community.

Sure, there were things bad with Gallia, so the devs back then had to act. What I pity is that such action was also rushed and not thought out too well: one of the main concerns the community had was the size of the house, but instead of cutting down the amount of content ,like later dev team incarnations have just done recently, what's been done is some rearrange of systems and severe shrinking of systems, and it hasn't been fixed yet. Yes, Gallia became smaller, but not better.

Shrinking systems caused distances to get shorter, things get closer to eachoter, sure one can get through the entire house faster this way, but then so can any victim of piracy find shelter at a nearby station before getting blown up. Last time I checked the majority of lanes are a bit over 30k long, 40k at most, as far as I know a well armored cashcow (the 4-5k kind) can thrust more than this before exploding, I counted three piratable spots in the entire house being somewhat of a bottleneck with 60k distances between stations either because there is no station in a turn between lanes or on either side of a gate. We don't have 100k lanes in Gallia like between Houston and the Hudson gate or Denver and the New York gate, we only have one 240kx240k system, IDF (thought all capitals are this big), while Liberty has California, Texas, Colorado and Pennsylvania, Rheinland has Hamburg and Stuttgart, Bretonia has Leeds, Newcastle and Manchester and Kusari has Kyushu, Honshu and Shikoku as systems of that size beside the respective house capitals. Past that, the other Gallic systems are either 120kx120k or smaller, than which size even Kansas, Frankfurt, Cambridge, Tohoku and Tottori are bigger. If after this anybody comes to me saying Gallia is big, I'll slap them with a baguette and suffocate them with melted fromage.

While the proposed changes could be part of a solution (and I wish it could be realizable), I don't think that in itself it'd solve the issue on the gameplay level or be the only thing which could be done in this regard. The fixing of the above is something i've been waiting for for quite a while now, but I don't expect it to happen during my stay here anymore.
