Allow Nomad Capitals for the indie Nomad ID (and some other changes)

I foresee tears on a scale not witnessed since the days it was suggested to remove all Zoner caps from the mod. I understand the desire to create more activity, but do you really feel the Community is mature enough to handle this? That question would apply to both those getting blasted by Nomads with minimal RP as well as those doing the blasting.

As far as the Admins handling any bad eggs that abuse this ID, it is true that's their job. However, the Admins would be doing a disservice to themselves by allowing it. Why would they deliberately create a scenario where they would have to deal with a lot of butt hurt folks? I see nothing good from it, and frankly, that's the very reason I decided not to continue with my own abusable ID, the Phantom replacement faction, Revenant.
