I'm really doubtful that is the case with those systems. At the very least, Core and Order ships are more than equipped to be able to survive for elongated periods in those systems compared to others.
I do think though that it's misfortunate farming is done in 99, giving that the lore of the system is supposed to be that it's very dangerous. I think that's just a case of our current remains mechanics not being very good.
